Newborn babies observing the world as if it were highly blurred, not really getting much details, not seeing very, very good contrast.

Contrast here is stands for knowing the difference between things or color contrast, so they can't see the right color.

E.g. between black and white — a baby may distinguish varying shades of grey, but they will not be clearly differentiated.
It may also be colour contrast, but that is probably a different issue, and 'contrast' without 'colour' generally implies tonal contrast only.
