The question of which category the NPP falls into would, I believe, have to have been decided before proceeding with the design calculations, as that would be an essential bit of information in drawing up and calculating the design.

I couldn't find relevant information in English but the link below shows 4 categories (previously there were 4, instead of 3) of building types ('classification') in Table 1 on page 5.
