If there is some concept of time in the doc, "residual" could mean the tide effect at a given time far away from the maximum tide effect?

I think that these "residual tidal currents" are not some special tidal currents of the "residual" variety, but just the most ordinary/usual/normal tidal currents that are "residual" in relation to all other currents mentioned IOW their contribution to the total movements of oceanic water is minor.

You are talking of electrical currents while your text is plainly/obviously/blatantly about oceanic currents that behave quite differently! Unlikely to yield any useful clues ...

At first I thought that it refers to the remainder of tidal currents, then I noticed that this is meaningless. Your suggestion is a good one and this could be even better if these currents (those that are stated in the text) were tidal currents.

Wihout specialist knowledge in this field, I assume they are referring to that part of the ebb-and-flow tidal current that is left after these other, constant, currents have been taken into account; i.e. the final resulting current once all the factors have been vectored together.

Before reaching the open ocean, where large scale currents and mesoscale structures will transport and disperse them, the radionuclides are transported by the coastal circulation on the continental shelf. The coast creates a blocking effect that reduces dispersion and induces a dominant alongshore transport. In 2011, during the three months following the Fukushima Daiichi accident, the strongest winds blew predominantly toward the south (south-east or south-west) and towards the north. In the first case, the wind induced downwelling, with surface waters pushed against the coast, and the emergence of a coastal jet flowing southwards. In the case of winds blowing north, the wind produced an upwelling. The resulting alongshore component of the transport was northward, but an additional perpendicular drift tended to spread coastal waters toward the external shelf and the slope. This dispersal favoured interaction with the offshore currents flowing southward along the slope, the Tsugaru and Oyashio Currents, as well as the residual tidal current.
