The government knows that if such statistics are made public, one group will feel very alienated from another- as though they lived in different worlds or had radically different status and rights in the society. This is any interesting subject. I am working on a translation of a document about the formation of the European Union that states that in the beginning of the process of European convergence, European leaders provided very little public information about what they were doing out of fear that citizens in different European countries would be radically against the union if they knew too much (that's to say that the pro-union and anti-union forces would be polarized). They thought that by not publishing information that could provoke a public debate, it would be easier to proceed ahead with the formation of the institutional entities of the proposed union. I don't know if this is a good enough example, but there are still strong feelings that some EU member states are winners or losers in this new framework, that some are carrying all the weight and that others are reaping all the benefits.
