A recommendation is stronger than a suggestion but less final than a verdict or decision Explanation: A recommendation is usually issued by competent experts, not merely as a suggestion, but as a well considered expert opinion about the best course of action. The recommendation carries a great deal of weight in the issuance of the final decision, so that, ideally, the majority of decisions should conform to the recommendations. Otherwise, the recommendation process is a waste of time. But formally speaking, the recommendation is not a final decision, and the decision making body can and does occasionally depart from the recommended action. Fuad |
