changes in the theory and practice of treatment of prisoners Explanation: Prisons in some countries are called "correctional" establishments. "Correction" here means reforming prisoners, reducing the chances of their re-offending. This is done partly by punishment and partly by educational and other measures to encourage prisoners to reform themselves. The balance between these two aspects may change, and such changes are at least part of what is meant by "developments" here. |
