Dear colleagues

I have a question regarding the following sentence:

The Company owns and licenses all IP rights necessary for the operation of its business.

Now I know that "to license" means to "grant a permission to" etc., but could "licenses" also mean "has a licence for" in this context? What's your understanding of "license" here?

Of course, there could be some weird tax law that makes it advantageous to own the rights and then to license them to itself, but your context does not look like it has to do with weird tax laws.
