The following sections from a training handout describe firmer chisels and gouges. Given that hardware refers to nails, screws, etc., what is meant by "trimming in" hardware in the last sentence?

"Firmer chisels are used primarily for mortising out pins, tails and grooves and for installing hardware.

If your reading is correct, then the meaning is simply tidying off, which does not necessarily mean making something flush, but rather to remove any irregularities left by a coarse cut or machining process.
If you think this means making it flush menas making it even - then you ar correct, but bear in mind the shape may be a groove or a raised beading.

I still think the phrase "Gouges are used for gouging out coves and trimming in hardware"
means "coves and trimming in hardware are made or done using a gouge"
I also wonder whether hardware should be hardwood, although special gouges can be used for stone and metal. Hardware is so often associated with ICT, perhaps it should be replaced by hard materials,
so that the phrase could be rephrased as:
"Gouges are used with hard materials for gouging out coves and performing trimming."

Thanks Dave. We don't have something definitive, but something I can go by and inform the client. Thanks also to Fuad. Fuad's answer is really not totally off. For example, maybe a gouge can be used "inside" grooves to trim around hardware, hence "trimming in". It is just unlikely that a woodworking gouge is applied to the hardware itself.

The sense I am getting is that these gouges are used to make the hardware flush with the wood surface, most probably by pushing them neatly in.
