The night is dark and cold in the city and cuts into you like a wire

Explanation:
Night is a wire, When it is dark in the city the night feels like it cuts into you like a wire cuts you.

the night is electrifying/full of energy

Explanation:
Dark in the city, night is a wire
Steam in the subway, earth is a fire
Do-do do do, do do do, do do do, do do do, do do
Woman you want me, give me a sign
And catch my breathing even closer behind
Do-do do do, do do do, do do do, do do do, do do

It's full of raw desire; the whole world is apocalyptic in its intensity

It doesn't seem to be that cold by the lyrics; there is steam in the subway and the earth is fire( only hot "elements" mentioned.

night howls and screams

Explanation:
That is a poetic abbreviation of "night sounds like a wind in the wire" and means that the night is alive, full of demonic enegy, it sounds as a wind blowing.http://www.google.ru/search?hl=ru&q=wind like a wire&btnG=По...

"Wire" - are electrical cables on posts (please find in the provided ref), they form a line supplying electricity. They are often seing besides the rural roads in the open field. That what produces a buzzy wooing noise in them - is electrical current. For English ear it reminds the sound of a strong wind.Anmating the wire - is a poetic way to express meaning a drama, a power rushing through the space.

Sorry:"a drama meaning". One more translation of "wind in the wire": a ghost song" and the night could be called - GHOSTLY NIGHT.
