Create a lightning source by attaching lenghts of PVC piping vertically to a heavy foot base and clamping the light holders onto the piping. To make the lighting adjustable, place a slightly wider lentgh of PVC on the outside of the first pipe, and use a clamp to hold it in place when it is lifted.

I really cannot understand the message of the second sentence. Kindly make it explicit for me, would you please?

I think you need to be a bit more careful about parsing (breaking up ) the sentence

e.g. here it is "place on the outside" not "place outside"
