The initial configuration of the bubble was described by a circular envelope located at the bottom of the tank. The particles were then placed on the vertices’s of an orthogonal mesh within the domain of the tank. The properties of the particles were dictated by their location in the tank. Those placed within the circular envelope were designated as ‘‘bubble’’ particles, and those outside of the circle were ‘‘water’’ particles.

the "envelope of a bubble" is what is delimiting the bubble from the surrounding liquid.

It's more a mathematical concept that anything palpable (like "the bag containing the gas in a balloon or airship" - that's anyway a completely different scale, tens of meters, not millimetres)
