hard working but simple-minded


Explanation:
Here in factories in the US South, we use the term "wrench" to refer to people who are really hard working but maybe aren't so smart. You can give them a task, and no matter how physically demanding it is, they'll do it well, but not necessarily with much application of reason. It seems to fit the context, especially with "country" in front of the word "wrench," but I am just going off experience.
