Simplifying Regulation and Reducing Taxation
Despite the mobile success story in XXX to date, a number of key constraints on the sector are undermining its full potential. Complex, prolonged approvals by national and local authorities for ***site and antenna deployment*** have been identified as the greatest obstacle to further investment by the mobile community. Regulations on power limits for electromagnetic waves and tower build out licensing are just as complicated and unaligned among government bodies, with over 250 different antenna policies. Furthermore, levels of taxation on both mobile consumers and operators in XXX are amongst the highest in the world.

Does "site deployment" refer to the place where the antenna is going to be installed? What does "antenna deployment" mean exactly? Is it the same as "antenna installation"?

Selected answer:setting up sites and antennæ
Explanation:
Yes, you've got the right idea!

The 'site' will be probably a small compound wih an aerial mast / tower, hence why it is differentiated from the actual antenæ themselves; there are cases where the antennæ are mounted on an existing structire, for example.

And 'deployment' just means 'installation', as you say — though in the more generalized sense of 'setting up', 'establishing', rather than in any specific engineering sense.

Here's a photo of a fairly typical installation (except for special powering technology!)

  -> Thanks, Martin! Indeed...

agree  jccantrell: In the USA, you can buy the site, i.e., purchase the land, but then, to get the permits to erect a 40 ft. antenna mast and antennas, you have a whole different set of problems, including the neighbors who do not want it next door.

  -> Thanks, J-C! Yes, exactly; and often having to deal with several different departments for different things... a nightmare!

approved location to erect an antenna/tower

Explanation:
Site here refers to a physical geographic location - piece of land - where authorization to erect/deploy a signal tower has been granted by local (landowners and neighbors), state (bureaus such as wildlife and safety) and federal (FAA - Federal Aviation Administration or Homeland Security, etc.) authorities for the purpose of transmitting, relaying and/or selling telecommunications services.
