I don't understand the meaning of "picking part" in this context.

Explanation:
an additional number to identify the specific department and range of products, in addition to the normal part number of the product itself.

This will enable beter management information about who/which sales team sold what from which range, and maybe even assist in [re]planning the warehouse or stocks of specific ranges held at specific warehouses for identified sales teams.
