در گذشته برای حفاظت ساکنان خانه از سرما و گرما و همچنین مقاوم سازی بنا (با توجه به این که خانه ها اسکلت بندی نداشته اند) خصوصاً در مناطق گرم و خشک ایران دیوارها را قطور می ساخته اند (گاهی با قطری بیش از یک متر). بنابراین برای پرکردن فضای داخلی دیوار باید از مصالحی استفاده می کردند که معمولاً کم فایده تر از مصالح اصلی بوده اند.

I'm currently going through this most interesting passage with a fine toothcomb.

My real problem here is this: why اسکلت بندی and not just اسکلت ? What exactly does بندی add to the meaning?

I think it is mostly referred to the act o constructing the frame. The person who construct a frame is called اسکلت بند

بند here means is the بن مضارع the verb بستن,

اسکلت + بند = اسکلت بند
بستن means "to fasten" or "to tie" as اسکلت بند (but mostly in past decades) fastens rods with metal strings to construct the frames.

Longman dictionary defines one of the meanings of "skeleton" as follows:

The meaning of "اسکلت بندی" and "اسکلت" mean the same in some cases. However, when this concept is used in Persian with no other words, "اسکلت بندی" is more frequent.

"اسکلت بندی" also encompasses the meaning of the act of building the skeleton.

Notice that if an adjective, defining the material of the skeleton, is used with this word, we should translate it as "اسکلت". For example, اسکلت بتنی.
