Thanks, Simon, for the new definition. Now I'm sure "time-server" is the best equivalent here. I also found this one:
http://translation.babylon.com/english/to-persian/time serve...which not only considers بوجار لنجان as an equivalent for time-server but most interestingly refers to it as ابن الوفت which literally means "son of time"!!!
However, I also found other contrasting definitions, for example:

If you refer to someone as a time-server, you disapprove of them because they are making very little effort at work and are just waiting until they retire or leave for a new job.
But having other meanings doesn't mean it couldn't mean بوجار لنجان. It's simply another meaning of the term.
