I’m trying to discover the meaning of the idiom با خاک یکسان کردن.

“To make level with the ground” (leaving perhaps the foundation of a building as it's below ground) or “to completely destroy leaving nothing” i.e. so that the building is indistinguishable from the soil it had been built on?

I imagine it's a dramatic, poetic-type expression?
