I think the context must be provided. we have two different ways of using this term.
example 1: به زور زحمت در را باز کردیم.
in this case it means by force: we opened the door by force.

example 2: بچه ها این قدر هیجان زده بودند که به زور زحمت توانستند حرف بزنند
in this case the translation would be: the children were so excited they could hardly.
