I think I understand this sentence in general:
اين پسره‌ي عوضي بلايي سرم آورده كه نه شب دارم، نه روز. همش توي هول و ولام كه الانه پليس بريزه توي خونم.

But what exactly is هول و ولام? How do you pronounce it? Is it an اتباع? Perhaps ول is the پایه?

This would make ولام the technically meaningless part (تابع).

But what is ولام made up of? val plus ā (same as plural -hā) plus –m (‘I am’)?

"هول و ولا" is almost the same as "هول" and I don't think "ولا" has any particular meaning in itself.
