neutral  Amanollah Zawari: Even in Farsi when we use this word, our mind is never distracted to the meaning of each single word and the fact it really means the commander of THE faithful. I disagree a descriptive form which bears the logical meaning should be used.

-> Dear Amanollah, Thanks for your comment. This is a term which is used in the official translation of "Ali's Nahj al-balaghah"; by William C. Chittick.

disagree  Mohammad Reza Farajian: I also agree with Mr. Zawari. Since "Amir" is the one who is always addressed as a known person in the context and "Al-Mu'menin" is referring to a class of people referred to by an attribute, therefore, The Commander of the Faithful would be prefferred.

Commander or Ruler of The Faithful

Explanation:
امیر a term used for a ruler or a commander, and the المومنین the term for The Believers ( Imaan= the faith so the Mo'men= believer) or those who have faith in a certain ideology or a religion, so the answer will be as of the dear Colleague's answer as the Commander of the Faithful.
