processing solution Explanation: In Swedish, this is handläggningsavgörande, in Finnish texts this word is usually describing a decision to process something in a particular way. hearing decision Explanation: Since I do not have enough detail I suggest hearing decision. However I would agree with " decision regarding procedure". Finland has a two-tier system of administrative courts. The (nine) regional Administrative Courts form the first instance. These courts have general jurisdiction over administrative matters, with competence to hear appeals against the decisions of all administrative authorities, except the Government and the Ministries. The second, final instance, is the Supreme Administrative Court. In addition, there are two special courts, the Market Court and the Insurance Court.
