Capitane de corvette des services / Enseigne-de-vaisseau des services

I have easily found translations for the ranks without the "des services" bit (lieutenant-commander/sublieutenant and other variations).

Any ideas what it might refer to?

In my opinion, this sounds like a piece of superfluous officialese. Of course it is 'of the (naval) services', unless the officer is running a private navy.
