This appears in a catalogue of a Belgian manufacturer of paving slabs and bricks in a 'lifestyle' illustration, in the phrase 'Ik ben de grote krakkebaas' next to a picture of a boy (age around 5 or 6) sitting on a toy tractor, whose wheels have just tracked mud onto the patio.

It must be slang, and I'd like to know what it means.

agree  writeaway: Since it turns out this has nothing to do with balcony railings and since this is the only way the word is mentioned on Google, could well be. but is more of a reference than a meaning. strange.

  -> I do think they refer to this person, as I heard it like that in Louvain, when I lived and studied there - sorry for not mentioning this in my answer before
