Hello... for an audit report prepared for a wastewater treatment company in France, I'm trying to work out what appears to be the meaning unit 'engagés au stade'.

"Les prévisions à fin d’affaire sont documentées dans X, par import des engagés au stade via [logiciel interne] et saisie manuelle du reste à engager." (my brackets)
