French term or phrase: fermier de publicité
I can find no convincing references for this on the internet, so I'm not sure if I should just translate it literally.
Or is it "media wholesale buyer" / "media wholesaler"?
Any help / advice appreciated.

Deux variantes de régisseur de publicité coexistent:
 Soit, la régie traite avec les annonceurs en son nom personnel, à ses risques et périls, en facturant lui-même le prix des annonces aux annonceurs.
 Dans ce cas, elle est considérée comme le commissionnaire du support et remplit en fait les fonctions de fermier de publicité défini par l'article 40 du Code des usages de publicité sus-mentionné:
 "Le fermier de publicité est celui qui achète à forfait l'entière publicité du support pour la revendre à la clientèle"
