As Magenta says in the discussion box, you can't use "demand" because this is the obvious translation for "exigeons" earlier in the sentence. "Seek" doesn't just mean to vaguely look for; it can also mean to actively pursue. Webster's says:
"To try to acquire or gain: aim at <seek fame>"

Asker: We need to have the "for years" part. I don't like two "for"s in a row. "... that we have been calling for for years"... I need something a bit more elegant.

Asker: It cannot be demand as it is used for exigeons (this cannot be changed due to the fact that this is a list of demands). WE DEMAND -... -... -that the framework act we have been *????*** for years (cannot be few yars as we do not know the number of years. Could very well be 20...) be adopted. Thanks for your help.

Several years would also be fine, I think.

See ref below - search for 'want'. It appears it is widely used and doesn't' sound either weak or rue.
