Asker: What is confusing me, however, is the fact it is a feminine pronoun. Does the 'elle' simply refer to the 'construction', i.e. the wall??

Asker: I agree with Parrot... maybe I could use 'create' rather than 'the reason'. I know my rendering is rather verbose.. but I am trying to keep faithful to the source text: Even if this construction (ie Wall 7626) did not create the east-west axis, something which is impossible to verify because of the limited size of the area excavated this year, it did follow such an axis, as did the second city wall of Badr al-Gamali and that of Saladin.

agree  Peter Shortall: @Hazel: yes, my reading is that it refers to the wall (une construction = a structure), whether or not the grammar is correct (I can't remember how anaphoric/cataphoric reference works in French grammar!)
