Once the end of range (of movement) is reached there's a waiting time before any other command is accepted. Prevents the robot from getting into "tremors".
Similar principle is applied to keyboards - once a key (letter) is pressed there's a waiting time before another keyboard input is accepted.

I am giving this low confidence since the context is not sufficient to be certain. However, if we're talking about a robotic arm, I'm not sure engineers would use the term "range", though it's not necessarily incorrect. A mechanical arm generally has a "reach", though hydraulic actuators (for example) may have a "travel" in going from one extremity to the other.
