If nothing is happening between a signal sender and a signal receiver, you can keep watching for ever and be none the wiser - the usual troubleshooting method is to divide the problem in two parts - find out if (1) is the signal being sent, and (2) if the signal is being received.

to check is a "signal sender" is working you would connect it to "simulated receiver" that you know for sure is working. If nothing is being received by the "simulated receivers" then you you know for sure nothing is being sent by the "signal sender"

vise versa, to test if a "signal receiver" is working you would use a simulator for the "signal sender" and connect it to the signal receiver - as you know for sure that the "simulated sender" is working you can check if the tested receiving device is working i.e. receiving signals;

IOW some "simulators" mimic "signal senders" other "signal receivers" but NOT BOTH.
