So this is a construction site and they are establishing some kind of line around the installations... what is the exact name of this kind of line that is used in construction and the verb used with it to establish that line??? (see last sentence of context)

It is at a "conventional" (arbitary but known) height above real ground level (so it doesn't get hidden from view) and is of a "conventional" colour (blue) to differentiate it from other lines that might be traced on the structure.

All that in the same way as "mean sea level" is a conventional reference datum for measuring the height of land.

neutral  Tony M: "a level lline" could be mis-read as 'a line that is level', which althought that is also fortuitously true, isn't actually what is important here; and I really don't think the verb 'draw' is suitable, as that isn't in fact the technique normally used.
