From a study on the possibilty of either enlarging the existing national airport or building a new one. From the subsection 'estimation du trafic aerien':
"Les previsions du nombre de passagers et du volume de marchandises sont etablies pour definir les ***equipements requis cote ville*** alors que les previsions du nombre de mouvements d'aeronefs sont necessaires a la conception des ***equipements cote piste***."

Explanation:
This does not refer to "equipment" but rather to "infrastructure". For example, for the city this may mean new access roads, bridges, parkings, etc. For the runway, this means new taxiways, perhaps even a new control tower, service roads, etc.

One example is that if there is going to be a lot of traffic and the typical aircraft to be expected is, say, a Boeing 777 / A320, then the number of passengers divided by the number of passengers that these ircraft can carry is the typical number of aircraft that are going to land/take off. This determines the number of runways (though not the length, as this is usually determined not by the number of passengers, but rather by the biggest aircraft using the airport). The number of runways and aircraft using it also determine the number of necessary taxiways and apron parking stands.
