This is nothing much to do with whether it is painted or not, as that wouldn't change much about the dimensions. However, it does mean the surface as finished, i.e. with any render (if used), but excluding any projections such as mouldings.

  -> I suggest you consult Dicobat or another specialist dictionary. The meaning, in the context of measuring dimensions, has nothing to do with paint.
