French term or phrase: paumelle à clamer
It's a type of hinge fitted to a double-glazed aluminium window; I've no reason to think it's anything particularly unusual or exotic, but have drawn a complete blank trying to find out what exactly makes it 'à clamer'. In fact, given the poor quality of French in the whole document, I'm beginning to suspect a typo --- but can't even imagine what it might have been MEANT to be!

Explanation:
they are profiled hinges made to match the aluminium sections in question., i.e. instead of being plain (plane!) flat hinge leaves, they are kinked and angled to (slide and) lock into the aluminium frame/sash (I worked in an aluminium joinery throughout my school and university holidays).

Don't know what they are called though!

Explanation:

« clamer » seems to come from the English and is used to mean to the equipment used to load and unload cargo boats (in Quebecois).

It could just be a split hinge to close (from clam)
