It's the opposite of "public sector contract"
Explanation:
In France, contracts and the whole bidding process for contracts let by the public service are subject to very strict rules and conditions, any deviation from which will invalidate the outcome of the bidding process, so you have to go back to square one (I know, here in the village our architect omitted a tiny detail in the tender documents, and we've had to start again!!!).

Things are more relaxed in the public sector, but there are still "rules of fair competition" governing the bidding process.

I think it should not have the S at the end, i.e. "privé" qualifies "marché de travaux", so it's "private-sector (construction) contracts".
