Does this mean the deadline is 38 weeks from obtaining the permit or depending on the permit being obtained? And then why do they say 'au plus tard...'? And I don't understand where the third parties come into it. Who hasn't observed the deadline? This paragraph seems full of contradictions - I can't make sense of it. Can anybody help me with the general gist of it?

"Le délai contractuel de réalisation est de 38 semaines à compter de l’obtention du permis de construire sous réserve du paiement de l'acompte à la commande, ou au plus tard à l’obtention du permis de construire. Le délai défini ci-dessus ne pourra être honoré qu’avec une décharge écrite de la part du maître d’Ouvrage stipulant au contractant de ne pas observer le délai de recours au tiers.
