Does anyone have suggestions on how to translate the following:

"ÉCOLE SUPÉRIEURE DE COMMERCE DE ROUEN -- Établissement d'enseignment supérieur technique privé et consulaire reconnu par l'État"


In particular I'm not sure how to translate "consulaire" here because I'm not so familiar with the French education system

Also would "reconnu" in this context be "licensed", or is it less formal than that, like I should just use "recognized"?

"Reconnu" just means that the diploma from this school is officially recognized by the national education system. (There is a list in France called the RNCP.)
