Tech/Engineering - Energy / Power Generation / Electricity transmission
French term or phrase: retenue
This comes up as a régime de retenue to be applied by a transmission system operator when contractors are carrying out work on the grid. I've found a definition of it on the client's site, but can't think what we'd call it in English. This is a Canadian company, if that helps at all.

Any suggestions gratefully received!

Many thanks.

Hold Order
Explanation:
This from Hydro-Québec: A Hold Order is a guarantee given by an operator to a Work Supervisor to the effect that (1) The line feed apparatus or device under the Hold Order will not be reclosed without the consent of the Work Supervisor, should the device trip or open. (2) All protection systems needed to issue the Hold Order are connected. (3) Maintenance of circuit breakers and protections is performed following applicable guidelines.

The end client is actually Hydro-Québec, so this was very useful, thanks - I hadn't been able to find English equivalents of their documents online.

warrant sectioning/isolation (prevent or inhibit reclosure)

Explanation:
Reminds me the Loto principle and procedure:

Sectionalizers
Reclosers may cooperate with down-stream protective devices called sectionalizers, usually a disconnector or cutouts equipped with a tripping mechanism triggered by a counter or a timer.[8] A sectionalizer is generally not rated to interrupt fault current however it often has a larger Basic Insulation Level, allowing some sectionalizers to be used as a point of isolation. Each sectionalizer detects and counts fault current interruptions by the recloser (or circuit breaker). After a pre-determined number of interruptions, the sectionalizer will open, thereby isolating the faulty section of the circuit, allowing the recloser to restore supply to the other non-fault sections.[9] Some modern Recloser controllers can be configured to have Reclosers operate in Sectionalizer mode. This is used in applications where protection grading margins are too small to provide effective protection co-ordination between electrical assets.

Lockout-tagout (LOTO) or lock and tag is a safety procedure which is used in industry and research settings to ensure that dangerous machines are properly shut off and not able to be started up again prior to the completion of maintenance or repair work. It requires that hazardous energy sources be "isolated and rendered inoperative" before work is started on the equipment in question. The isolated power sources are then locked and a tag is placed on the lock identifying the worker who placed it. The worker then holds the key for the lock ensuring that only he or she can remove the lock and start the machine. This prevents accidental startup of a machine while it is in a hazardous state or while a worker is in direct contact with it.[1]
:
Disconnecting or making safe the equipment involves the removal of all energy sources and is known as isolation. The steps necessary to isolate equipment are often documented in an isolation procedure or a lockout tagout procedure. The isolation procedure generally includes the following tasks:
1. Announce shut off
2. Identify the energy source(s)
3. Isolate the energy source(s)
4. Lock and tag the energy source(s)
5. Prove that the equipment isolation is effective

neutral  philgoddard: But it's not from Hydro-Québec, it's from the US Department of the Air Force.

-> Right, I just included the link to attest to usage. The Hydro-Québec document is not available online.

neutral  Daryo: it is related to, but not the term to translate - which in fact should be "régime de retenue" = the way the grid is operated / controlled during the work.

-> Well, that's true. At HQ there are four "régimes" for people who have to work on live equipment: Retenue, Auto-protection, Autorisation de travail, and Accord. They're called "safety regimes". If your client is in Quebec just go with that.

neutral  Johannes Gleim: The hold order specifies the responsible persons and its responsibilities only, but not the LOTO procedure or any guaranty.

neutral  Tony M: Here, it seems not to be anything actually to do with the loda; the document is talking about desisting from re-applying power to circuits that are being worked on.
