Admittedly there aren't any valves or flowmeters on any of the photos I've seen, but maybe this is just the next logical step, i.e. to monitor, attenuate or otherwise control moustache-generated drag. A moustache on a nuclear submarine forming a key part of the Force de Frappe might require a débitmètre, for example.

The only problem with translating it with something like a brush is that they say they are considering augmenting them with flowmeters. This reference talks about automatic valves in the headbox helping to optimise TSO. Your source also talks about automatic valves. I realise this doesn't help with the "moustache" term, but I think we're in the right area of the papermaking process

There are parts of the "headbox" of a paper machine (i.e. the part that squirts the wet pulp onto the mesh) that are called "lips" - essentially, these are regulated to control the amount of pulp delivered to the mesh. I wonder if the "moustaches" are part of the upper lip? This is just a guess. (I have worked in the paper industry, but mostly at the dry end of the process - i.e. winding the dry paper into finished reels).
