If the apostrophe means "minutes", it's the first time it's been used - the writer has always used "min" up to now (5000 words into a 9000 word total). But inconsistency on the writer's part would fail to surprise me.

@Asker "ou" is fine.... I would say it's the equivalent to some sort of aka...

... and the abbrev for minute is min. the single quote is only for angular values (3 degrees 5' 20") but this is a common abuse I must say....

Not least of my problems here is the incongruity of the 2 elements linked by the conjunction "ou". I'm going to ask the client the meaning of the whole sentence.
You're right, Patrick, the document (along with the other two I'm doing) is very sloppily written.

Hi Tony... I am not quite sure.... You can be right, I think you are, I just wanted to be sure that point was taken into account.
Besides "en moins de deux" does not refer to a specific measure of time, remember we also say "en deux temps, trois mouvements"

I had considered that possibility of course, but it seems to me the fact there are units of some kind (if indeed that is what the ' is) seems to render that interpretation unlikely — especially since the meaning would in tht case be 'minutes', rather than the 'seconds' one probably normally assumes for 'en moins de deux'.
Also, it does seem like an overly colloquial expression for this otherwise pretty technical text.

Je ne suis pas sûr ici, mais c'est loin d'être impossible...
