I don't think it's an expression.

I'm guessing the point is to apply "le principe de précaution" to cultural objects (violent video games here), whereas now it applies to public health issues : la vache folle/beef and prime-rib here.

It would in fact remain a question of public health, according to the author. One assumes their view is that these games are dangerous, as dangerous as mad-cow disease, yet this principle does not extend to children and their \"behavioral health\" as it were.

  -> I may be going out on a limb here without more context. But le pricipe de précaution is a popular notion in French polotics today.
