French term or phrase: contrat de fabrication de billets de loterie
Contrat de *fabrication* de billets de loterie

I'm not sure how to translate "fabrication"
manufacturing seems closer to the French version, but printing seems more natural in English

Context:
Contract between a national lottery and a printer to print/manufacture lottery tickets

English translation:contract for the production of lottery tickets
Explanation:
There is a legal question about the term ''printing'' (in the context of lottery tickets), so maybe ''production'' is a broader term and better to use:

Thus, contracts for the production of lottery tickets, because they are 'printed' within the broad sense used in the statute, must be awarded to competitive bidders according to the provisions of the Printing Act, supra. The use of a latex covering over vital parts of the ticket or the use of a paper seal to create a break open ticket does not alter the fact that the ticket, as a whole, is 'printed' by an inked printing surface or by an analogous process and, thus, is governed by the Printing Act, supra.

(2) (A) The printing or other production of lottery tickets by a business located in Arkansas for use in a state where a lottery is permitted is declared to be lawful.

neutral  B D Finch: As clain notes, there is more to the production of lottery tickets than just printing. On the other hand, one does refer to printing of bank notes, but the French uses "fabrication".
