is NOT a "context" of any kind - it's nothing more than only a small fragment of a sentence. (or a reference to someone authorised to sign the contract?)
What is the full sentence? THAT would be a good start to have some usable context.
As it is
the whole of:
"Un représentant du Ministre ou son délégué"
would be
most likely a reference to either:
1) un représentant du Ministre
2) un délégué du Ministre = un Ministre délégué
https://fr.wikipedia.org/wiki/Ministre_délégué i.e. "son" = du Ministre
that a "representative" of a Minister would have its own "delegated signatory" is strictly speaking not impossible but rather unlikely - if anyone is "representing" a Minister he/she would be expected to do it personally not pass it on again to someone else.
