It can be the person describing the type of work they do or have done for a number of companies or as a freelancer. The company may have several projects on the go and the "chargé de" be involved in a number of projects at a time. The "event organisers" may be employing the individual directly for one specific event. On the use of "event" at all: In context, it might not be necessary to add "event", it may be essential. I'd need more context to make up my mind about that. A case by case basis. Communication? Marketing? The field of communication is sometimes meant as the one and the same as marketing, publicity and a number of other fields. Unless the original says marketing, I would not affirm that in my English version. Translation of "Chargé de...: A toughie. "Manager" may be over shooting the mark. Not sure in the instance. "Manager" suggest the person in charge, whereas as a "charge de" is often on a par with "officer". There are howveer no hard and fast rules, the job title often being a little out of synch with the function actually fulfilled.
