Could someone please help me translate the phrase "budgets bailleurs" in the following context? It's from an HR document:

- la formation de nos salariés nationaux est en grande partie dépendante de la-capacité dela mission à déga-
ger des financements ad hoc sur les budgets bailleurs.

This is my best attempt:

-The training of our national staff is in large part dependent on the mission's ability to make available ad hoc funding on donor budgets.

This is a bit confusing due to "ad hoc sur", which to me means "to this from", but it is apparent that they are referring to a supplement. Also,"dégager", which in this context should be a form of "to generate", "earn", or here, "obtain"; since the nature of the "ad hoc" isn't known, whether it is an increase or a separate slush fund.

My interpretation is:
The training of our national staff is in large part dependent on the mission's ability to obtain additional funding from contributing budgets.

If possible, try and find out more about these "donor budgets". My answer is based on the premise that these donors are likely other government entities, hence the use of "budgets". If they are in fact private donors or a mix, I'd change "contributing budgets" to just "donors".

I would look at rewording the sentence slightly; my understanding is that the training of national staff depends on obtaining additional funding (ad hoc) over and above what donors have already committed to.

I would also look at a different translation for "mission", but not sure what it is referring to exactly here (group of people, or a particular project/initiative?).
