Hi, could someone please help me with this phrase from an HR document? It's an international aid organization and they want to develop:

"une equipe de voltigeurs en CDI mobilisable sur des urgences"

I understand that the word "voltigeurs" is referring to their flexibility and mobility, but it still strikes me as strange and I was wondering if it's a phrase that exists in the HR world, or whether it's their own strange language.
