In case of emergency, they will be there first, for sure. But I see them more like an "advanced party" or "forward team", getting there first to organise the work of the bulk of voluntary aid workers that will follow.
That's also the idea behind "Voltigeurs", they are the one advancing in front of the bulk of the Army.
No aid organisation, even a very rich one, could afford to keep on stand-by a permanent fully paid team in numbers necessary for an aid operation.
I would more look in the direction of "forward team" "advanced party" "first response team" etc...

One of the major features of the Voltigeurs' training was that they were allowed a large degree of autonomy in order to adapt to changing battle conditions - I think this independence of action fits in with Sheila's definition. In the 'Sharpe' books by Bernard Cornwell, the Voltigeurs were the advance guard of the French army, elite sharpshooters who screened the advance of the main army. Originally, they were carried to the battle as 'passengers' on other troops' horses for the sake of a speedy advance, hence the name = 'vaulters'.

Rapid Response Team may do if there is no further context, but with the strong historical and cultural references, even hockey teams named "Voltigeurs", they are likely referring to paramilitary or ex-military, especially airborne.
