In case of emergency, they will be there first, for sure. But I see them more like an "advanced party" or "forward team", getting there first to organise the work of the bulk of voluntary aid workers that will follow. That's also the idea behind "Voltigeurs", they are the one advancing in front of the bulk of the Army. No aid organisation, even a very rich one, could afford to keep on stand-by a permanent fully paid team in numbers necessary for an aid operation. I would more look in the direction of "forward team" "advanced party" "first response team" etc... |
