This is in a presentation about software for payroll and time management. The sentence is comparing "la gestion artisanale" with the software. I presume the expression is referring to entering the details manually onto the computer, since there are points afterwards of the disadvantages of "la gestion artisanale":

neutral  SafeTex: I doubt that everything is done by hand (manual) unless you want to count Word as 'by hand'. The idea is right but the language is ambiguious. Manual systems may still exist in large numbers but not in France (and not with computers)
