The whole sentence is as follows: Inscrire dans des discours réformateurs, la notion pourrait n’avoir pas plus d’unité que n’en ont les divers programmes qui s’y referent. 'To incorporate in reforming speeches, the notion could not have more unity than the various programmes which refer to it.' I cannot make sense of the infinitive starting the sentence, and should clarify that 'la notion' refers to 'le contrat de travail unique', (single employment contract?) on which the text focusses.
