This document lays out the by-laws of a union. The above phrase appears in the section on elections within the various units:

"Les unités peuvent tenir des élections en tout temps, ***sans égard à aucune autre exigence quant à la date***, et sans autres formalités que celles désirées par les membres de l'unité concernée."

I understand the meaning but am having trouble phrasing it idiomatically in English.

i.e. each union cell can ignore any requirement put to it (by the union's HQ or the employer, for example) as to the date of elections.

neutral  Tony M: although 'sans égard' would literally translate as 'regard-less', I think the latter term is used in a rather different way in EN (it would imply that such other requirements are known or likely to exist)

  -> "likely to or may exist" - yes, that's how I understand the ST - possible outside requirements/interferences that may be coming from the union HQ.
