French term or phrase: permanent au dossier
"Le nombre d’heures remboursées à un membre libéré est égal au nombre d’heures régulières perdues à cause de l’activité syndicale ainsi que toute autre heure autorisée par un officier libéré à temps plein ou le ***permanent au dossier.***"

I think a "permanent" is a union representative; but not sure what to do with "au dossier."

Asker: Thanks very much. I would agree with your translation. But I found out later that the union simply says "staff representative" for "permanent au dossier".
