Nominated awaiting confirmation after the legal delay

Explanation:
From Canada:

déterminer la durée de la période d'attente, laquelle doit être d'au moins cinq jours civils;
s'assurer que les personnes visées par la notification sont informées de la durée de la période d'attente;
de leur droit de porter plainte devant le Tribunal de dotation de la fonction publique (TDFP) et des motifs pour lesquels elles peuvent le faire;
exige que soit fourni aux personnes suivantes le nom de toute personne retenue pour chaque nomination toutes les personnes dans la zone de sélection qui ont participé au processus, dans un processus de nomination interne annoncé; ou toutes les personnes visées par la zone de sélection, dans un processus de nomination interne non annoncé;
exige que l'évaluation des personnes à évaluer soit terminée avant de communiquer toute notification portant le nom des personnes dont la candidature est retenue aux fins de chaque nomination;
(http://www.psc-cfp.gc.ca/plcy-pltq/guides/tools-outils/req-e...

Some examples found on official documents from Francophone countries in Africa:
http://www.anac.ci/docs/RACI 2000.pdf
http://www.anac.ci/docs/Decision 2921.pdf
http://www.abidjan.net/JO/JO/15672014.asp

I'm not 100% certain here, but the expression seems to be used when someone is nominated to a (public) post and there exists a period of time during which people can object to the nomination of the aforementioned person.
So: "Nominated awaiting confirmation after the legal delay" or something similar.

Note to asker in response to his comment:
I think you shouldn't say that it is "pending appointment" (as the person has been nominated for the job, you could argue that they have already been appointed to it), but "pending confirmation of the appointment of...". After the delay has expired the appointment of the person is confirmed . Personally, I like the extra precision, but I can be overly pedantic at times.

"Pending appointment" is also used at times for an appointment that has been decided upon but will occur in the near future (i.e. the appointment is pending), e.g.:
